The SquirtBottle, which is used as a watering can, can be obtained in the Flower shop. After beating Whitney of the Goldenrod City Gym, and getting the Badge from Whitney, you can go to the flower shop next door, the worker there will then give you the SquirtBottle. :D Hope this helps :)
