1.There is a Pokemon center just in between the 1st and 2nd gym by a cave.
2. Go into the Pokemon center and talk to the fisherman. The fishermen will then give you an old rod.
3. Go to any waters edge and walk right up to it.
4. Use the old rod.
Alternatively later on in the game you will obtain the HM "Surf" teach this to a water type Pokemon and then surf on any water to encounter random water Pokemon just like walking in the grass.
Get a water type starter, trade from another game (Not recommended as if the traded Pokemon is over leveled and you don't have enough badges it will not obey you.)
