Yes you can get a Scizor in Emerald. Just be prepared to do mountains of trading with a nearby friend who has a link cable handy. You can get Scyther from Pokemon FireRed or Leaf Green, or from Pokemon XD: Gale of Darkness. Either way, make the Scyther hold an item called "Metal Coat" (some Magnemites hold them, so be sure to get one) then trade your Scyther over and viola~! Scizor for the both of you in your Pokedex~ In Pokemon Gale of Darkness, the shadow Magnemite you snag is holding the Metal coat item needed for the shadow Scyther you'll obtain later in the game. So if you can beat that game, purify Scyther and let it hold the item and trade it to Emerald via GBA-GCN cable cord, then you'll have a Scizor that way too. ...and of course the ALTERNATIVE way is to get a Gameshark and to use the Wild Pokemon Modifier to make wild Scizor appear out of the blue so you can catch it...
