So if you can beat that game, purify Scyther and let it hold the item and trade it to Emerald via GBA-GCN cable cord, then you'll have a Scizor that way too. ...and of course the ALTERNATIVE way is to get a Gameshark and to use the Wild Pokemon Modifier to make wild Scizor appear out of the blue so you can catch it...

Unfortunately, you can't get Scizor in Pokemon Ruby. The only way to get it is to trade it from Pokemon FireRed. Well, actually, there's no way of getting Scizor in FireRed either but to have it in FireRed too, you will need to catch a Scyther and evolve it. Hope I helped :)
