To rescue Scizor in Explorers of Darkness, you need to unlock the Marine Resort location and complete the missions there until you encounter Scizor. Rescue Scizor by defeating the Pokemon that has lured it into a trap. This will make Scizor grateful and it will join your rescue team.

Unfortunately, you can't get Scizor in Pokemon Ruby. The only way to get it is to trade it from Pokemon FireRed. Well, actually, there's no way of getting Scizor in FireRed either but to have it in FireRed too, you will need to catch a Scyther and evolve it. Hope I helped :)
