Just catch a chansey and train it up eventually it will evolve, ( mine evolved at level 42 and another evolved at level 27)

I got mine in leaf green by getting a level 26 chansey in the safari games, it evolved at the level of 59 which wasn't hard at all to get to with an exp. share... they are still really hard to catch in the games, I found the secound to last building (the one you pass before you reach the ending building) had the most of them near the grassy area surrounding the building. Still about 1 / 10 Pokemon in that patch till you see a chanse, then it took me a good 10 chansey's till I actually caught it...
