Transfer Celebi that you have obtained through DS event on Diamond/Pearl/Platinum/Heartgold/Soulsilver to White or Black versions. Then there is a lady who you talk to with Celebi in the first slot of your party. She will notice it and give you the Zorua. I'm pretty sure that's how it works. Hope it does.
