There's a couple of ways to do it:
1. Download the theme file to an external drive or card and use it to transfer the file to your PS3 if your PS3 has that capability, or
2. Use the PS3's browser to download the file directly to the PS3.
To install it, go to the Theme Settings link on the XMB (under the System Update column) and use it to install the file you've just downloaded or transferred to your PS3. If you've downloaded it using the PS3's browser, the file will already be available for installation. If it's on an external flash drive or card, it'll give you the drive as a source for the install file.
Select it and run the install and it will become available on a list with any other installed themes you might have.
