You need to raise feebas's beauty to the max. Get a feebas, and give it lots of dry pokeblocks. You can cook berries to make pokeblocks in lilycove city, i think. You have to check your berries tag to see which one is for beauty.glad to help

And feebas can only be found in the river im not sure if it's a particular one but anyways you see the squares in the river? feebas is only in 1 of those squares and it moves every day. And there's a berry you need i think but the berry is very hard to come by and you have to water it and get it right as it blooms or it will die.
