You'll need flash, strength, surf, and whirlpool of course! Make your way to the bottom of the Whirl Islands the people will do a dance and lugia will apear lugia is at level 70 so its advised to have a strong team. after weaking it use a pokeball/ultraball/ ect and ull chetch it. otherwise if you still have you're masterball use it now. I also suggest saving right before attacking........in case it faints.
