Make sure your Pokemon are at least level 45, as lugia is at level 45.(soulsilver)
Make sure you have the Pokemon that know the move(s) Surf, Whirlpool,Flash & possibly waterfall. Then surf your way to the Whirl Islands. Your level 45 Lugia should be in one of the Islands.
beat all jhoto gym leaders then go to the eurkre(something) dancing halls there you will battle them (they've got most evos of evee) them they will run of then go to the whirl islands and they will be inside one of them and they will call lugia
first get the silver wing by team rocket and then get the bell the dancing girls give to you.(beat all five of them, kinda though)
go to the islands (you have to know whirlpool) a monk should let you through, go all the way down, go to the big water fall and the girls will summon lugia, swim to him and fight him
