Eevee does not appear in the wild naturally in Pokemon Sapphire. In order to get one, you have to trade it from either FireRed or LeafGreen, where you can get one in Celadon Mansion, or from Pokemon XD, where you start with one.

Eevee is unobtainable in Ruby, Sapphire and Emerald. You must trade it from someone who has Firered or Leafgreen. But if you happen to have FR or LG or you are going to get it, then you obtain Eevee in Celadon city. You must head up to the top of the Mansion there. (I think you have to get in from the back) then head all the way up to the top floor. There will be a man facing a board. Talk to him and he will tell you to take that Pokeball on the table which contains Eevee, and this Pokemon evolves into 5 different kinds of Pokemon: - Eevee into Vaporeon= Water stone - Eevee into Jolteon= Thunder stone - Eevee into Flareon= Fire stone - Eevee into Espeon= Happiness during the day - Eevee into Umbreon= Happiness at night... Trade it to ruby,sapphire or emerald have them evolve your evee at night then give it back to leafgreen.
