Without the Action Replay, there is only one way. There are 16 total Rare Candies you can find in different areas. When you find one, send a Ditto and any Pokémon with no evolutions to the Day Care. When they have an Egg, the hatched Pokémon will have a Rare Candy. Sigilyph will give you the best result (fastest-hatching egg, and your baby Sigilyph will have Shadow Ball)
