It sounds like ur ps2 is overheating check the fan in the back of ur ps2 to make sure its functioning properly.
what you can do is give it to a mechanic or if you think that you can do this by your own then read down
Try removing your contollers and memory card then try again.
If it comes on, switch it off and plug those things in one at a time, switching it on and off in between each item.
If, after that time, it all works fine then it was a temporary short and you should be fine, or at least know what to do next time!
If that doesn't help then your PS2 is probably on its way out
