That's happening because you dropped your PSP or your battery is really old. Now to fix this just buy a brand new PSP battery after that it should be fine.

Turn it off and turn it back on. If it doesn't respond when you try turning it off, hold the power switch up. And that will restart the PSP, so you will lose the data that isn't saved. Some games require the latest firmware, always keep your PSP up to date.
