He offers boat rides to Dewford Town and Slateport City until you gain the Balance Badge from your Gym Leader father. He will be in the last location where you left him if you take a ride from him, and will not be in his house. For example, you take a ride to Slateport, and you somehow manage to get back to Route 104 without taking a ride from Mr. Briney. He will not be in his house but rather in Slateport City's beach, waiting where you left him.
