first you have to go underground. they are sometimes pretty rare. when you get underground, use the touch screen to look for stuff(some in walls some in ground). the top screen should be showing gold dots on the underground map. go there.
Not only underground. Go to where you can find clefairys. They are mostly in caves don't know which. Some and most likely of clefairys are holding moonstones to evolve itself.
