In order to enable the Mystery Gift option in Platinum, you must first go to the TV Station in Jubilife City. Next go to the 3rd floor and talk to the male producer who is on the south side of the floor. Tell him these words "Everyone Happy" and "Wi-Fi Connection" and then save your game.
