To empty the water tank encountered during the Elemental Workshop sequels, it's important to note that there are in fact two water valves. You will need to rotate both water valves found near the tank in order to fill and empty the tank.

If you place elemental sodium and elemental chlorine together, yes you will have to add significant amounts of heat to catalyzed the reaction. This would also be extremely dangerous as elemental sodium is extremely reactive with water and elemental chlorine is toxic.
You can find a water pillar in Runescape close to White Wolf Mountain,near the various fishing spots there.
