Yes, but you must install the Homebrew Channel and a USB loader.
A usb wii game channel is basically a channel on a wii that uses a usb loader to boot backed up wii games on an external wbfs drive directly from the wii menu. This really replaces booting backup games from a disc. I say this good in case something bad happens to the disc that interrupts your gameplay, or you lose or break the disc. It's really intended to boot backups you made, however, others use it to their advantage and use it for piracy. I personally don't know why it's called a "usb" wii game channel when some people boot the game from an sd, not a usb. It voids the purpose of calling it that.
If it is a USB port charger - plug it into the back of your Wii (which should have a USB slot) or plug it into any other USB port such as a laptop & games console!
You would have to get your old Wii back, and download the previous data on a USB (or something like that) and connect it to your current Wii. But since your Wii broke this would be impossible.
From your Wii options menu, select Data Management and then Wii Channels. Select the channel you want to delete and select "delete."
Usb loader GX is a channel or application in wii which allows you to download wii games and play them!. Your wii has to be softmodded for that.

download it from the internet! Riivo will not work with a usb loader.
Yes, it's actually reccomended that you update USB Loader GX every now and then, as it helps to fix game compatibility issues and errors in the loader's code.
Google 'Configurable USB Loader Guide'
