First, I would suggest to download Paint.NET. You make your decal however you want. Then, you go to your profile, scroll all the way down. You'll see all the gear, hats, shirts, pants, and lots more you own. Now, go to the "Decals" section/button, go to create, it will bring to to a page where you can upload your image. You go to "Browse", go to the decal (well, whatever you named it) once your done with that. Something will come to the left of the "Browse" button. Once its there. Click "Create Decal" and you created your decal! BTW I would suggest you change the name.
