That would depend on the position of the dots.

It does three things. - It can extend a redstone charge. Normally a charge only carries for about 16 blocks. A Redstone repeater will extend it by another 16. - Delays a signal. The lever setting can add a delay between the time when the repeater receives charge, and when it passes it on. A long chain of repeaters can add delays of seconds or more. - Directs a signal. Imagine you want three adjacent, but seperate lines of redstone charge. If you use redstone dust, the lines will link together, as the dust forms little + shapes. However if you use a line of repeaters, the current can be transferred in adjacent channels without bleeding into each other.

00 to 0F represents 16 addresses Binary representation is 1111 therefore you need 4 address lines to connect to all addresses
With 4 x 4 grid of dots. Start one dot to dot space below bottom right dot. 1. Draw line at 45 degrees so that line ends one dot to dot space left of top left dot. 2. Draw line horizontal so that line ends one dot to dot space to right of top right dot. 3. Draw line at 45 degrees so that line ends one dot to dot space below left column. 4. Draw line vertically ending on second dot down from top left dot. 5. Draw line horizontally ending on second dot down from top right dot. 6. Draw vertically ending on bottom right dot. All dots now joined by 6 straight lines, and can be drawn without taking 'pen' off paper.
