You need to change the DS's internal clock, from the menu before you even start a game. All Pokemon White does is look at that.
There is no time capsule in Pokemon Pearl version. It's only in Gold, Silver, and Crystal. You can still trade Pokemon through the Union Room or the Global Trade Station in Pearl version, though. :)

Trade using a link cable from gold or silver. At a certin point you can trade using the time machine with blue, red or yellow.
