To change Zelda into sheik, you must get into battle with Zelda and push b and down at the same time. On the select your character screen you can't change, but in battle you can!
Also, you can choose Zelda in the character select screen, then after you choose a map, hold the A button. This will turn you into Sheik at the beginning of the battle.
