You cant catch it but you can get a feebas and evolve it into milotic. Go to route 119 and use the old rod on the lake. Feebas will only appear on 6 squares on the lake. Surf on the water and fish 2-3 times on 1 square.After you get one, fedd it ONLY blue and/or dry pokeblocks to raise its bueaty. Feed it until you cant feed it anyymore. Level it up a few levels and it will evolve into a milotic.
