you need a level 16 wabuffet that knows tag because this allows the foe not to escpae then you need to defeat the Pokemon league put wabuffet as your first Pokemon then fly to fortree city and go to the long grass that's kinda like a maze with the 2 rangers in it then you need to walk around for a bit and you WILL find a latias trust me you need alot of heals tho because latias is stong and your carrying a level 16 remember, also get alot of ultra balls :)
