You can catch Lugia by first going to Pewter City and then you can talk to the man walking beside the Mart and he'll give you a Silver Wing and then you'll be able to find Lugia in the Whirl Islands.
You can catch Ho-Oh by receiving a Rainbow Wing from Eusine after you have caught all 3 Legendary Beasts (Raikou, Entei and Suicune) and then you'll be able to get through all of Tin Tower including being able to go up the staircase that will take you to where a Level 60 Ho-Oh is at.
