In Silver:Go to Pewter City and get the Rainbow Wing. This will allow you to go into the bell tower. Ho-Oh will be Lv. 70.
In FireRed and LeafGreen, you find Ho-oh on Navel Rock (which requires a Mystic ticket), and you can transfer the Pokemon to Generation IV via Pal Park.

It's good (as you should know by now) to weaken Pokemon to red health, the lower the better as long as you don't kill it, a status problem also makes it easier to catch, sleep, paralysis or frozen is best as it won't end up killing it like poison :P Keep on chucking balls, preferably ultra and have a few timers when your stuck there for a while. If you die or kill it then turn off! be patient and it shall be yours! Yes :P
