At Mt Pyre go to the old couple. You will see a little path to the left and there will be grass. Chimecho is there, and it will be around level 27. You can use sweet scent to help. It may take a while to find because it is rare.
On Diamond/Pearl/Platinum
Chimecho can be found at the Sendoff Spring, at around level 52-54. Chimecho is a rarely found Pokemon that can only be caught on Mt. Pyre or traded from another version. The only way to encounter it is to walk around in the grass there and hope to find it. As for catching it, it can be caught with any type of pokeball.
