First, you go to build mode. Then you click the icon on the far left in the first row. It looks like a staircase. Then, you chose the type of staircase you would like, and place it in your sims' house wherever you want it to go. Just make sure that it fits before you place it!

Unfortunately, you can't actually build stairs/upstairs for the sims on ps2 :'( get the sims 3 or the sims 2 (computer version(s)) to do this. Both work on pc, but only sims 3 works on mac :)
