At Four Island there is a daycare center right above the Pokemon Center if you put your Jolteon and Ditto in the daycare and walk around Kanto for awhile eventually the old man that is standing outside will have an egg for you. This egg will hatch after walking, running, or biking a certain amount of steps (example being 1000) and after the 1000th step the egg will hatch and become an Eevee.
