How i beat him was to go to the guns store as soon as you start the game and kill the inmates with a rifle. After you do that their car (including the gun on the back) is available to you. You can take off the gun and use it, but wait a few days until you get the message saying a ride in the wonderland plaza is going crazy. Go to the wonderland plaza and go up the stairs to the ride, try and turn it off and there will be a little clip with the clown, dont shoot him until he starts to blow up a balloon or juggle his chainsaws or he will block the attacks you use. Use the machine-gun its probally your best bet. Good luck!
