After Verse 3 of Chapter 2, use one of the telephones in the plaza. The phone by the stairs can be used to input weapon codes, and the phone on the right can be used for accessories. The phone at the far end of the plaza is used to unlock characters. These codes require you to have a certain number of halos as well before they can be activated.
