Yes. The only way Stardust Dragon/Assault Mode can be Summoned is by its own effect, using Assault Mode Activateand a Stardust Dragon, or with an Assault Revival.
You activate Assault Mode Activate and send a face up Stardust Dragon you control to the graveyard. Then, you special summon Stardust Dragon/Assault mode from your deck. If the assault mode monster is in your hand, you can't special summon it. This is why you would also want Assault Teleport.
