If you are talking about the Global Trade Station ( also known as GTS) in Pokemon Diamond , Pearl or platinum then getting there is quite simple. The GTS is located in Jubilife City, to the West - if up means North. To access it, you must have at least one Gym Badge.
Being able to trade via GTS is a different measure. Firstly, you must have a wireless access point close by or a Nintendo Wi Fi USB cable for your computer. If you have a Wi Fi USB cable, be sure you have installed the software that came with it first. If you meet these requirements, go to the title menu and select 'Nintendo WFC Settings'. Select 'Nintendo Wi-Fi Connection Settings' and chose an empty space to save your settings. Up to three different settings can be saved at once if you chose to go via wireless access. Of course, if you have a Wi Fi US cable, select 'Connect to your Nintendo Wi-Fi USB Connector' and follow the prompts. Otherwise, continue with the wireless connection and follow those prompts.
Once you have established your internet connection, you may access the GTS and trade or battle with other people around the world. Visit the GTS station in Jubilife and walk up to the reception tower. Talk to the lady there and she will direct you to the global trade network.
