To get this item just give Steven the letter in Dewford Town, then go back to Rustburo city and go to the president and talk to him and he will give you the exp. share.

The guy who did the previous one is wrong. You may think, "Oh, I'll just take a shortcut!" and go through the cave in the dark and give to Steven, because that's what I did. Turns out, you have to finish the todo list below:
1Get to Dewford town
2Beat the gym leader
3Get the HM Flash
4Go through the dark cave.
5Talk to Steven and deliver the letter
6Exit the cave THROUGH THE DOOR
7Go back to Devon corp.
8Talk to the president
You may be wondering why I capitalized the last words on #6. You cannot cheat and skip these parts. The game will record everything you do. Hope it helps.

The simple answer is no
All you have to do is just put a pokemon (preferrably a level 100, or at least your highest leveled pokemon) in the front of your party, and give the pokemon you want to train up the exp. share. Then it will get a share of the exp. points. The reason you would want a level 100 in front is because then the pokemon holding the experience share will get 100% of the exp.
After you give Steven the letter go back and the President guy will give one to you:)
