Trainers give the most xp. Unlike the newer games’ Exp. Share, only the pokemon holding the Exp. Share will receive half the total xp.

Emerald.You get Groudon,Latias in Ruby and Kyogre,Latios in sapphire.Emerald, however, is better then both because it is the two games combined. So i recommend getting emerald if possible.
