In order to wield dragon weapons, you need to have high enough levels (usually level 60) and in most cases a quest.
To wield different weapons, you need to do different quests.
For instance:
to wield dragon long-swords or daggers, you need to do the lost city quest.
but in order to wield the dragon scimitar, you need to do the monkey madness quest.

If you complete lost city you gain the ability to wield only the Dragon Longsword. Other quests allow you to gain ability to wield the dragon halberd, or dragon battle axe. Lost City ONLY let's you wield the dragon longsword.

No, for Bronze, Iron, Steel, Black, Mithril, Adamant, and Runite axes, you don't need to be a member to either own, wield, or buy/sell an axe. However, you need to be a member to wield Dragon Axes, and any other type.

Dragon claws, dragon spear, dragon 2h, dragon hatchet and dragon pickaxe don't require any quests to wield. Dragon daggers and dragon longswords require lost city quest, dragon mace and dragon battleaxe require heroes' quest, and dragon halberds require the regicide quest.
