Oziach says that to be able to buy a rune platebody from him, you have to kill Elvarg the dragon, who is located on Crandor Isle. He will tell you to go the Guildmaster for information on how to kill Elvarg. Ask the Guildmaster about ALL three map pieces and he will give you the key to Melzar's Maze.NOTE: You must talk to him about all three map pieces, or else you cannot obtain them.

These are dropped by Tormented Demons. However, you have to complete the While Guthix Sleeps quest to be able to get them. Alternatively, you can buy the dragon claws from other players.
if you mean on your dragon, then yes. if you are talking about on your character, i have never heard of it. you have to have completed the fire orb saga to have any of the tattoos on your dragon, and also you must have visited lady Celestia and done a quest for her to be able to wield the primal elements (which are what the tattoos is)

You are able to get dragon platelegs in 2007 runescape, but a platebody does not exist in that version because it had not been released yet. The dragon chainbody is obtainable though.

Yes it is possible to follow a god on runescape, to be a Guthix follower, you need his armour or robes:Armour: you will need not only cash but 40 defence, plus Dragon Slayer quest complete.Robe: You will need around 40 prayer for the vital pieces.Dragon-Hide: You will need 70 ranged to wear this set, along with Dragon Slayer quest completion.Book of Balance ( Wield able ): you will need to complete "Horror From the deep quest, and chose the green book, the pages are cheap in grand exchange cheaper than the other pages.Stuff to go with robes: Completing Mage Arena mini-game requires 60 mage, but gives you Guthix cape if you chose the green cape as well as the staff.Cape: Read above ^There is no amulets or rings yet for guthix, nor boots or gloves.
