You first have to get the two Sims to talk to each other. Then, you have to click on the other Sim and click "Romantic" and then click "Flirt". Once the are flirting just keep clicking "Romantic" and select the other options until you see "Confess Feelings" (or something like that). This will make the other Sim your "Romantic Interest". Keep being romantic with that Sim until you see the option under "Romantic" called "Propose Going Steady". Click that and your Sims will become boyfriend and girlfriend!
*Note* Your Sim must be a teenager or older to become boyfriend or girlfriend with someone.
