You can trade them from other Video Games, just make a Pokemon hold one when you trade him or her.
You can only have one.
There's only 1 in the game and you get it from the old guy in the Silph Building in Saffron City after you beat Giovanni.
get a master ball get a ditto and a pok'mon and go to is land two put the master ball on ditto and put the pok'mon in the day care they will have an egg hatch it the baby will hold a master ball do it three times then you will have 4 master balls 4 the 4 legendairys.
