That's because they are two different games and the gameshark codes shouldn't be the same. roms are not legal and are a copywrite of Nintendo and gamefreaks work

On Wahackpokemon.com go to downloads/descargas and then go to hacks.gba and find Pokemon mirage. then get a LIPS on hacks on that site. then download a Pokemon Ruby Rom. Extract your files and then use the lips and select Pokemon Mirage IPS file and Select Pokemon Ruby Rom and you have Pokemon Mirage
