In order to obtain an Umbreon you have to have an Eevee that is extremely happy and is leveled up during the night time. To increase happiness, you can feed it vitamins (such as: Carbos, Zinc, HP UP, etc) and you can constantly use it in battle and let it hold certain items (soothe bell is best item to be held (use it on the bycicle lane and be VERY INNEFFICIENT when walking/biking)). Once it's reached its max happiness you must then level it up at night and voila! You have an Umbreon! you cant get one through the normal means that is stated above. In LG/FR there is no TIMEtherefor no way to evolve them using time based strategies. the only way to get one on LG is to evolve an Eevee in a game such as Emerald that DO have an internal clock.
