Use a Pokemon with good speed and skill (Jolteon, Sneasel, Lati@s, Ho-oh). Move the stylus carefully through the obstacles to get the pennants. The best strategy is to go around the edge of the area and get all the pennants there, then get any other pennants you can see, if you haven't got nine yet. Switch and then repeat until time runs out. You can also hit another Pokemon from behind to get one of their pennants.
