When Pokemon evolve they take on new form, and may even be able to learn new moves, but not all Pokemon can learn a move, after they evolve, especially if the evolution is stone based. There stats also usually increase, but not all of the time.

Rotoms can change form if you can access certain areas They can take on 5 different forms, and maybe learn 1 move

Shaymin may be able to change form if you use the glacidea flower on it, but it would need to be legit for that to happen.
