Does any Pokemon learn a 1-hit KO and mindreader or lock-on on Pokemon platinum?

Articuno learns Mind Reader (same effect as Lock-on) and Sheer Cold. However, to catch Articuno, you need the National Dex, then you need to go to the Pal Park on Routes 219, 220 and 221, then talk to Prof. Oak, then go to Eterna City.

Go to the house at the south end, and talk to Prof. Oak again. Then all 3 of the Legendary Birds of Kanto will be roaming around the place. So all you do is catch Articuno. You can also catch the other 2, but they don't learn Lock-On or Mind Reader, or any OHKO moves. They'll all be Lv60.
