Yes you do. When I tried to catch darkrai with my member's card from the mystery gift before i got my national pokedex, the kid in the house in front of the sailor ships was supposed to be asleep, but he was awake and out of bed, but after I discovered every sinnoh region Pokemon and talked to professor rowan (professor oak came in and gave me the national pokedex), he was asleep in bed saying,"Darkai is watching me.", I knew i could catch him now. So that's the answer, you need one. (The same with Shaymin.)
