No you can't. Gible is in the sinnoh pokedex, so you can't get it in emerald. sorry
Gible are all over in Wayward Cave.
you cant he is only in pearl, diamond
Gible is not available in this Pokemon version in the wild. to acquire Gible, you must beat the Elite Four and transfer this Pokemon through the Poke Transfer Lab located on Route 15. You must have Gible in your PC in another Pokemon game used on a DS (Diamond, Pearl, Platinum, Heartgold or Soulsilver.) This is true for all Pokemon you want/need in previous generations.
Gabite evolves into Garchomp starting at level 48. (Gible evolves into Gabite starting at level 24.) Gabite is #444 in the National Pokedex, and was introduced in the Generation IV Pokemon titles (Diamond, Pearl, and Platinum) where it could be found in Wayward Cave, in a secret area under the Cycling Road (Gible can be found here, and will need to be evolved into Gabite). In Generation VI (X and Y), Gible can be found on Route 13 and evolved, or Gabite can be found in some Dragon type Friend Safaris.
Garchomp ANSWER: itz gible, then gabite, then garchomp
If you mean Gible, ( which i know is what you mean ) then he's #443.
