Next putting the Pokemon to Sleep via a move like Sleep Powder also raises their catch rate. Sleep also reduces the damage they do to your team while you're throwing Pokeballs at them. The Legendary Pokemon's catch rate chance is still rather low so you will still need to use a lot of Pokeballs.
