Wither skeletons will only spawn in the Nether Fortresses. The Wither Skeletons are rare mobs that are only in the Nether, more specifically the Nether Fortress. Unlike regular skeletons the wither skeleton carries a sword and when hit by a Wither Skeleton you will be come infected by the wither effect.
Use a spawn egg in creative or look for a nether fotress where they spawn.
first you will need to got to the nether to collect soul sand. You will have to place 4 soul sand like a letter T. Then you need a few charged creepers to blow up 3 wither skeletons then lace the 3 wither skeleton skulls on top of each soul sand block. Shoot down the wither with a bow or a cross bow wither strong enchantments. When the wither go es to maling mode which is half way, use your netherite sword to kill the wither boss. Once the wither boss dies, he will drop a nether star.

There is no way to get to the Nether World, in minecraft PE. The only thing you can do is make a Nether Reactor Core. See related link.

There are two mobs with wither in it name:Wither Boss: One of the two bosses in minecraft along with the ender dragon. It shoots out skulls which make tiny explosions and damage players. To get the wither boss, you will need 4 pieces of soul sand (found randomly in the nether), and 3 wither skeleton skulls (dropped from wither skeletons). If you get hurt from these skulls on a difficulty, you will recieve the wither effect. WARNING: Make this far away from all structures and wanted land because when the wither gets spawned it makes a big explosion and the skulls do ground damage. When this boss is defeated, it drops a nether star used to make a beacon.Wither Skeleton: A nether version of the skeleton. This is a skeleton found in nether fortresses in the nether. The are 3 blocks tall, black, and hold stone swords. Make sure to have iron armor or better because these guys do a lot of damage! Along with the rather annoying health draining wither effect these skeletons can pack a punch without good armor. They have 10 hearts of health. When killed, these skeletons usually drop bones and coal. A rare drop is a wither skeleton skull used to make the wither boss. So I think i know what you are thinking... "Oh man I am NOT going in nether forts ever!" Umm well you are forgetting that these are quite rare mobs and can not fit in 2 block high areas. So yes, I made them sound scary but they are rare. But still be careful!

No. There is only the ender dragon. However, if you have the 1.4.2 update, there is a new boss called the Wither. i'm not sure what it is yet though.
