For Diamond & Pearl, you'll beat the Elite Four and Cynthia then go to Hearthome City. (Not sure if you need to complete the Pokedex and get a Pokeradar.) Go to the house next to the Pokemon Center. (You should save right next to a girl with blonde hair inside the house if you want a female Eevee. Their rare. Eevee's are usually male.) Talk to the blonde, she's Bebe. Bebe will give you an Eevee. For Platinum, you will arrive in Hearthome City. I never really played Platinum before so I'm not sure if you get an Eevee when you arrive in Hearthome City, but if you don't, go to Bebe's and talk to her, she'll give you one and you don't have to beat the Elite Four. (if you beat the game first you still get the eevee but now they will be available in the trophy garden!!!! to find them there just go into the manor and go to the garden. then run around till you find one) Have an empty slot in your team and she will give you an eevee!! then get a high friendship level with the eevee and level it up DURING THE DAY. if you do it at night you will get an umbreon. to get ALL the forms before you beat the elite four and Cynthia go to solaceon and put the eevee in with a girafirig of the opposite gender. then just let them have lots of eggs!! (P.S that will only work if the eevee is female) OR you could go to the GTS and ask for an eevee! i traded a lvl 17 male ralts for a lvl one female eevee. she had like 8 eggs and now i have a bunch of eevee forms! i really hope this helps you!!!!!

As far as I know, you can only breed an Eevee with a Ditto, as I myself have been unable to find a wild Eevee. You can find a Ditto (which has no gender) after you beat the Elite Four.
